One distance is measured: the philtrum, from the base of the nose to the top edge of the upper lip. A lift shortens it, so more of the lip you already have shows when your face is at rest. Nothing is put into the lip, which is why the measurement decides the operation.

A lip lift is a surgical procedure that removes a thin strip of skin just below the nose to shorten the distance between the nose and the upper lip. This lifts and slightly turns out the upper lip, showing more of its pink part and often a little more of the upper teeth when the mouth is relaxed.
A lip lift suits people with a long philtrum, the area between the nose and upper lip, which can make the lip look thin or flat. It may also suit those who show little or no upper teeth when their lips are relaxed, a change that often comes with age.
Lip filler adds volume to the lips temporarily, while a lip lift permanently changes the position of the upper lip by shortening the skin above it. A lip lift can make the lip appear fuller without adding volume, and some people choose it after finding filler looks unnatural.
Rhinoplasty is first because it is the commonest pairing — the incision sits at the base of the nose, so the two operations are planning the same piece of anatomy. Chin surgery is next, because lip and chin projection are read against each other in profile.
